Waterworks Rate Policy
On December 18th, 2013, Council passed a bylaw to fix the rates to be charged for the use and consumption of water, to fix the rates to be charged by way of rent and service charge for the use of the sewer, and to charge a monthly infrastructure fee for both. Under this water rate policy bylaw 24-2013, the water rate is $22 for the first 3,000 gallons of water and $3 per 1,000 gallons in excess of 3,000 gallons; plus an infrastructure charge of $15.

The objective of the Waterworks rate policy is to provide for money to maintain and replace infrastructure now and in the future. On December 18th 2013, council passed the new bylaw 24-2013, which changed the rates to be charged. However water rates stayed the same and only sewer rates increased. Water may need to be increased in the future to help cover costs.
WATERWORKS CAPITAL INVESTMENT STRATEGY
The objective of the waterworks capital investment strategy is to address anticipated waterworks infrastructure maintenance, the immediate drinking water infrastructure problems and future infrastructure replacements in a timely fashion so as to ensure the municipal waterworks provides safe drinking water to the community. The strategy uses the 2006 waterworks system assessment that was required by Saskatchewan Environment for infrastructure planning.
ANNUAL 2015 WATERWORKS FINANCIAL OVERVIEW
The following is information on the waterworks, as required under The Municipalities Regulations:
Total waterworks revenues: $106,173 plus Infrastructure fees of $63,486= $169,659
Total waterworks expenditures: $160,541 plus amortization of $45,398= $205,939
Total debt payments on waterworks infrastructure loans: $0
Comparison of waterworks revenues to expenditures plus debt payments, expressed as a ratio:
$169,659 = .8238
$205,939
So for 2015, waterworks revenues covered only 82% of the waterworks expenditures.
